Seasats: uncrewed survey vessels and service partnerships

Seasats builds Lightfish and Quickfish vessels and sells both equipment and operated services. Public Navy and NOAA records explain its position in defense and ocean research.

Seasats builds small uncrewed surface vessels for defense, commercial and scientific customers, with a business model that includes both selling boats and operating them as a service. Its Lightfish platform is associated with persistent observation and research. Quickfish expands the portfolio into a different class of vessel, while the company’s current website also presents Heavyfish as a developing product.

For a commercial reader, Seasats is especially interesting because public records show several routes to adoption. L3Harris is both a strategic investor and a documented technology partner. NOAA describes Seasats participating in an ocean research project. A Navy contract provides a long-term ordering mechanism, and recent company announcements describe funded procurement and service orders. These relationships are more informative than treating every appearance at sea as the same kind of customer win.

Ownership and the organisation

Seasats is headquartered in San Diego. Its public company profile identifies a privately held business, and a June 2024 L3Harris statement independently describes Seasats as privately owned. L3Harris confirms that it made a strategic investment in 2022. That investment does not establish ownership of Seasats as a subsidiary.

In February 2026, Seasats announced a $20 million Series A led by Konvoy Ventures, with Shield Capital and other investors participating. The release said the company had raised more than $40 million in total funding and intended to expand facilities, product lines and its team. It did not disclose a valuation or ownership percentages.

The current leadership page names Mike Flanigan as chief executive, Dylan Rodriguez as chief technology officer, Max Kramers as chief of vehicle design and Melissa Hallock as chief financial officer. An exact employee total and absolute annual revenue are not established in the reviewed public record. Funding and contract announcements should consequently remain separate from company turnover.

Product families address different purchases

The current catalogue identifies Lightfish as the company’s flagship vessel and associates it with survey, research and security applications. Its commercial proposition centres on a compact platform that carries different sensors and can support extended work at sea. Customers may be purchasing the platform, an integrated sensor package or a continuing data service.

Quickfish is a separate product family, rather than simply another label for Lightfish. A March 2026 company release described an eight-day continuous sea trial following its October 2025 unveiling. The useful maturity evidence is the dated test activity; the release’s wider comparisons with other vessels remain manufacturer claims.

Heavyfish appears on the current website with an expected 2026 launch into the water. That wording describes a target, not confirmation that the platform is already being delivered to customers. Keeping the three product families separate avoids attributing Lightfish’s customer history to every newer Seasats design.

For suppliers, this expanding catalogue can create opportunities in sensors, communications and support, but the integration record should be tied to the actual product. A component used successfully on one family is not automatically part of another family’s production configuration.

L3Harris provides a named partner reference

The 2024 L3Harris announcement described a Lightfish journey from San Diego to Pearl Harbor followed by a demonstration off Hawaii. L3Harris connected the trial to its own collaborative network equipment. This is a partner-authored account of joint work, rather than a customer logo displayed without explanation.

The relationship is commercially significant in two ways. L3Harris’ investment gives Seasats a link to an established defense supplier, while the joint demonstration shows a particular technology collaboration. The public record does not establish that every Seasats vessel carries L3Harris equipment or that L3Harris holds an exclusive role across the entire product range.

A small vessel company can reach end customers through such partnerships while maintaining its own product and sales channels. The value of the relationship is therefore best evaluated through named integrations and subsequent orders, rather than the investment alone.

Ocean research offers a different customer pathway

NOAA’s Integrated Ocean Observing System describes a Pacific Northwest project involving the University of Washington’s Applied Physics Laboratory, Seasats and other partners. The project uses Lightfish for offshore harmful algal bloom sampling, with the results intended to support regional monitoring and forecasting.

The official page lists total funding of $1,003,575 across three years. That is the multi-partner project total, not a contract value attributable entirely to Seasats. NOAA’s account identifies a concrete scientific purpose and the organisations connecting vessel sampling to a wider information service.

This is an important commercial distinction. A research customer needs usable samples and results feeding an established workflow. The vessel is one part of that chain, alongside sampling equipment, scientific processing and the organisations distributing information. Success can depend as much on that integration as on the boat itself.

The Navy contract contains a base and an option

Seasats’ October 2025 announcement described an $89 million Navy SBIR Phase III contract and linked to the federal award notice. The underlying September 2025 record is more precise: it names Seasatellites Inc. and gives a base indefinite-delivery, indefinite-quantity value of $70,687,286.

A two-year option would increase the estimated cumulative value to $89,159,971 if exercised. The base ordering period is five years. The notice also identifies two funding amounts attached to the first delivery order, totalling $2,003,513.

Those distinctions explain why the headline value cannot be read as a single fully funded purchase. The contract creates a substantial purchasing framework, while the first delivery order establishes a much smaller initial funded action. Later orders and any exercised option determine how much of the available framework becomes business.

September orders make the purchasing mix clearer

On 4 September 2026, Seasats reported more than $24 million in new orders booked within one month. The company explicitly described committed funding, distinguishing those orders from contract-vehicle ceilings. It said the package included Lightfish vessels for the Marine Corps and Navy, together with robot-as-a-service contracts.

The service element changes what the customer is buying. Seasats said it would operate and maintain vessels on behalf of service customers, who were purchasing continuing sensor coverage. Direct procurement instead places the acquired vessel with the customer under the applicable delivery and support arrangements.

The announcement does not provide an itemised ledger or establish whether particular orders sit within previously announced contract vehicles. Adding every historical headline together would therefore risk double counting. Its strongest new information is the issuer’s explicit distinction between funded orders and ceilings, and the coexistence of equipment and service demand.

The Saildrone company profile offers a useful comparison for that service model. The relevant commercial questions concern the delivered information, operating responsibilities and continuity of service.

Regional distribution adds another layer

A November 2025 agreement named Elysium EPL as exclusive reseller for Seasats platforms in Australia and New Zealand. The stated role includes regional sales, integration and front-line support. It establishes a specific channel for customers in those markets without itself constituting a government fleet order.

Seasats consequently combines several forms of market access: its own sales and operated services, a strategic industrial partner, scientific collaborations and regional resellers. The most useful future disclosures will connect those channels to named products, funded orders and completed deliveries. That would show how an expanding portfolio translates into a repeatable business across defense and civilian ocean applications.

Public issuer releases, the L3Harris partner statement, NOAA project page and federal contract notice were readable. The Navy notice names Seasatellites Inc.; the company's announcement links directly to that award. September 2026 funded bookings are an issuer disclosure without an itemised contract ledger. NOAA funding is for the multi-partner project, not solely Seasats. Employee total and annual revenue remain unverified.
