Choose the contracting role before building the US sales forecast
Selling directly to an agency and supplying its prime contractor create different customers, responsibilities and evidence requirements.
A defense company can identify a government need and still be unclear about who would actually buy its product. That ambiguity matters commercially. The customer in a subcontracting relationship is a contractor, while a prime contracting relationship places the supplier directly opposite the government.
The Small Business Administration's public explanation, reviewed on 6 September 2026, distinguishes these roles and assigns the prime responsibility for completing the government contract. This is the starting point for a route-to-market decision, not a judgment that one role is always more attractive.
Identify the actual transaction
Consider a hypothetical communications component intended for a larger vehicle system. The agency may care about the vehicle's operational availability. The system integrator may need a component that fits a specified interface, manufacturing schedule and maintenance arrangement. Those are connected interests, but they create different purchasing conversations.
A direct sales plan needs evidence that the agency can buy the component separately and has a reason to do so. A subcontracting plan needs evidence that a relevant prime controls the component selection and is willing to consider another supplier.
The company should put the intended transaction in plain language: which legal entity buys which deliverable, under what proposed commercial arrangement, and who accepts it. If those details remain unknown, the opportunity belongs in market development rather than a confident revenue forecast.
Price the responsibility
Prime contracting can require the company to coordinate a complete solution and manage other contributors. A component supplier may have a narrower delivery scope, but its customer can still impose demanding requirements through the subcontract.
Before selecting the role, estimate the work surrounding the product. Integration engineering, configuration management, inspection records, support availability and delivery coordination all consume resources. Their significance depends on the actual contract; they should not be assumed away because the technical item is small.
The same discipline applies to margin. A direct price and a subcontract price cannot be compared meaningfully without understanding what each includes. A higher headline price may pay for substantially more responsibility.
Compare the same deliverable under both routes
A useful commercial comparison starts with the deliverable, then adds the responsibilities attached to each route. Suppose a hypothetical software supplier offers a monitoring product. In a direct agency purchase, it may need to explain deployment, user support, acceptance and the services surrounding the software. As a supplier to a larger integrator, it may provide a narrower license and support package while the integrator coordinates the wider system. The product can be identical while the commercial offer differs substantially.
BDI's suggested comparison identifies the customer, scope, acceptance process, dependencies, support obligations and proposed payment structure for each route. It also identifies who manages interfaces with other suppliers. The exercise should use actual draft terms or customer requirements where available. If those details are still unknown, record the uncertainty rather than filling it with assumptions borrowed from an unrelated contract.
This helps management understand why a lower subcontract price may still support an attractive business. The prime might absorb coordination work the supplier would otherwise need to perform. Alternatively, demanding subcontract terms may transfer substantial work and risk to the supplier despite a narrow headline scope. The answer lies in the proposed agreement and delivery model, not in a general belief that one contracting role always produces better margins.
Understand which relationship owns acceptance
The end user, technical evaluator and purchasing customer can each influence a sale without having the same authority. A user may confirm that the product addresses a problem. An engineering team may determine whether it fits a larger system. The contractual customer defines the acceptance and payment arrangements the supplier must understand. Mapping those roles keeps a promising technical discussion connected to a realistic commercial route.
In the hypothetical communications-component example, an agency engineer could be interested in improved reliability while a vehicle integrator controls the component configuration. The supplier's next step may be to establish whether the integrator is evaluating alternatives and what evidence it needs. Continuing to seek general agency endorsements would not answer the immediate sourcing question. The relationship map should identify the decision that can move the component toward an actual purchase.
A direct sale creates a different preparation requirement. The supplier needs to show that it can deliver the complete scope the agency intends to buy. If that scope depends on partners, the prime must understand their contributions and coordinate a coherent offer. The SBA role description places responsibility for completing the government contract with the prime. That is a meaningful operational commitment for a small business considering a broader solution than its own product.
Account for the work before the first delivery
Route selection affects the cost of getting ready as well as the eventual order. A direct bidder may need to assemble a full proposal and coordinate evidence across the solution. A prospective subcontractor may face a prime's supplier qualification and technical evaluation process. In both cases, management should identify the work that must occur before a commercial commitment is likely and the evidence supporting the expected next step.
For a hypothetical hardware company, adapting a component for one integrator could create reusable product value or a highly specific variant. That distinction matters when deciding how much development to fund. The company should understand which changes it can reuse elsewhere, which depend on access to the customer's system and which require a purchase commitment before the economics become attractive. A large prime's overall award value does not answer those questions.
The same review should examine support capacity. Winning several small orders can create a larger service burden than one well-defined contract if each customer needs a different configuration and response arrangement. The business should consider how the chosen route affects product standardization and the team's ability to serve future customers. Sales growth that repeatedly creates bespoke obligations can change the company it is trying to build.
Forecast the company's own scope
A sales forecast should identify the revenue opportunity available to the business under the proposed relationship. If the company may supply a component, the relevant starting point is the plausible component work package and its timing. The prime's system-level contract is useful context, but it contains other products, services and responsibilities. Keeping those levels separate prevents a market-research number from becoming an inflated account forecast.
BDI recommends preserving the stage of the evidence alongside the amount. A public prime award, a supplier introduction, a request for quotation and an agreed subcontract are different commercial events. Each can justify a next action, but they should not share an identical forecast status. Management can then see where it needs better information and where the company has a concrete commitment to deliver.
A disciplined route comparison can support pursuing both government and contractor customers. It works best when each route has its own customer description, offer and delivery assumptions. The business can then develop relationships that match the actual purchasing process and make product decisions with a clearer understanding of who will pay for the resulting capability.
Build two distinct evidence trails
For a prime opportunity, the relevant evidence includes the agency's buying documents and the company's ability to meet the complete requirement. For a subcontract opportunity, it includes the prime's program position, supplier selection process and the proposed work package. The prime subcontracting plan review distinguishes a prime's planning obligation from an order for an individual supplier.
Public award announcements can identify a prime worth researching. They rarely establish that the prime is seeking the particular component today. Supplier registration with that contractor is another administrative step; it is not proof that a sourcing decision has begun. The New Zealand thin prime review examines how a local lead contractor and an overseas supplier could divide delivery responsibilities.
A sensible management review asks which route produces the strongest combination of customer access, deliverable control and affordable execution. It can support pursuing both routes, provided they are tracked separately.
The distinction is especially useful for allied firms entering the United States. A government end user does not automatically become their contractual customer. Forecasting from the actual purchasing relationship makes responsibilities, dependencies and unresolved access questions visible before the company commits its delivery capacity.
