The US OSINT strategy changes the commercial question from access to usable shared data
Coordinated buying, shared catalogues and stronger analytical tradecraft reshape what an intelligence customer needs from a commercial data supplier.
The US Intelligence Community’s OSINT strategy for 2024–2026 gives commercial suppliers a demanding definition of success. Selling access to a large information collection is only the beginning. The customer must be able to discover the data, judge its relevance, use it within an authorised workflow and turn it into an assessment that another person can understand.
That matters to founders because each stage can support a different product. A source subscription, shared catalogue, analytical application and training service may serve the same overall mission while having different users, purchasing scopes and competitors. The strategy helps explain the direction of demand. It does not provide a single procurement route or demonstrate that every planned system has been delivered.
The information has to answer a requirement
The published OSINT strategy defines the discipline around intelligence derived from public or commercially available information that addresses identified requirements, priorities or gaps. Its four priorities concern coordinated data acquisition and sharing, collection management, innovation, and workforce and tradecraft.
For a supplier, the requirement is the important starting point. A product that indexes company filings can help an analyst understand industrial ownership or reported financial performance. The same index does not automatically answer whether a new manufacturing programme is progressing on schedule. That second task may require additional evidence, explicit dates and an assessment of what remains unknown.
This hypothetical example illustrates a useful commercial distinction: the amount of information available and the usefulness of an answer are separate product attributes. A sales demonstration should make the transition between them visible. What is the customer's question, which records support the answer, and which part of the work still requires a person?
The strategy's emphasis on tradecraft means that a polished interface is insufficient if the analyst cannot inspect the reasoning. Conversely, a relatively narrow dataset may be valuable when its coverage and limitations match a recurring analytical requirement.
Coordinated acquisition changes the unit of sale
The first priority addresses fragmented purchasing and the difficulty of discovering information already held elsewhere. Planned measures include shared cataloguing, common platforms and review of usage and mission value. These are intended mechanisms for improving access across the community, subject to security and classification constraints.
BDI's interpretation is that a supplier should distinguish three commercial units: the underlying information, the means of working with it and the rights granted to users. Bundling them can be convenient, but concealing the distinction makes a shared purchase harder to assess.
For example, an agency may already possess a dataset while lacking a useful way to search it. Another team may need a subscription renewal because the historical collection does not include recent records. A third may need permission to distribute an analytical product to partners. Those situations can look identical in a simple user-count forecast while requiring different contractual solutions.
This also affects a vendor's account strategy. Success with one analytical team may create evidence for a broader institutional purchase, but the larger transaction must identify additional users, support responsibilities and permitted reuse. The strategy does not eliminate those commercial questions by expressing an ambition to share more effectively.
A catalogue is a product with its own job
The proposed central catalogue and common metadata approach deserve attention from software businesses. A catalogue helps someone discover what exists, where it came from and under what conditions it can be used. It does not have to replace every source system or analytical application to provide value.
Consider a commercial research dataset that changes monthly. A useful catalogue entry would let an authorised analyst distinguish the available historical edition from a later release, identify the responsible provider and understand the scope of access. Without that context, finding a record may lead to another round of emails instead of productive analysis.
These are product implications, rather than published universal field requirements. They suggest a practical positioning opportunity for suppliers that can make existing information easier to find and understand. Such a business should explain whether it maintains metadata, hosts the underlying material, connects other systems or performs all three functions.
The commercial boundary matters when estimating implementation effort. Importing descriptions of datasets and migrating the datasets themselves are different projects. The customer also needs someone responsible for keeping descriptions accurate after a licence, source relationship or product version changes.
Innovation includes human review and training
The strategy's innovation agenda includes artificial intelligence, machine learning and language technologies. It also recognises the problem of inaccurate generative outputs and the continuing need for analytical skills. Its workforce approach extends from foundational education to more advanced expertise.
For a software founder, this supports a more useful evaluation conversation than a claim that the product automates intelligence. An evaluation can examine whether users find relevant evidence more easily, distinguish older reporting from new material, and identify when an answer rests on incomplete information. These are observable tasks without claiming that a demonstration proves operational effectiveness.
Language and cultural knowledge introduce another product boundary. A translated passage can be readable while leaving an analyst uncertain about institutional context or the meaning of a specialised term. A supplier should explain where its service provides translation, where it adds an interpretation and where it relies on user expertise.
That is why OSINT training contracts belong alongside software coverage. A customer with an established platform can still need courseware, exercises or instruction. The opportunity follows the work people must perform, rather than an assumption that every intelligence budget ultimately purchases another application.
Government buying and adoption remain separate problems
A later GAO review of commercial space data, published on 27 August 2026, provides a concrete adjacent example. The audit examined selected government buyers and found adoption difficulties involving awareness, licensing concerns and expectations of continued access. It did not evaluate every OSINT product or certify implementation of the strategy.
The distinction is commercially important. A transaction can place information within government reach while prospective users remain uncertain about where to find it or whether their intended use is permitted. Better data quality alone will not necessarily resolve that uncertainty.
Our analysis of the GAO findings examines the purchasing organisations and distribution arrangements in more detail. For the broader OSINT market, the lesson is to include adoption in the product proposition: explain how an eligible user discovers the service, understands its scope and obtains help when access is unclear.
Governance is another part of that proposition. The amended commercially available information memorandum establishes a policy context for access and processing by Intelligence Community elements. A vendor's licence and a customer's authority are distinct questions. Product documentation should make the dataset's provenance and characteristics understandable to the officials responsible for the customer's assessment.
Read implementation through specific records
The strategy describes a federated community, with functional leadership and coordination roles rather than a replacement for every agency's purchasing organisation. It also anticipates iterative implementation and review. A supplier should therefore attach later procurement evidence to the relevant workstream instead of treating strategy language as a booked market.
For an account team, a useful next record might be a data purchase, a catalogue integration requirement, an analytical services order or a workforce contract. Each establishes something different about the customer. Preserving that distinction makes the market easier to compare over time.
The strongest proposition is specific enough to survive this scrutiny. It identifies the information or service sold, the person who uses it, the task it improves and the evidence available to assess the result. The OSINT strategy expands the commercial conversation beyond access to information; it rewards a clear explanation of how that information becomes usable intelligence.
