NGA's Almanac delivery order makes an easily overlooked market visible. In July 2025, the agency named NV5 Geospatial as the recipient of a $4.5 million order for information about human-geography conditions worldwide, including baseline data. The purchase concerns a maintained understanding of places and communities, rather than another satellite or a general visualisation application.
For a data business, that distinction is useful. A buyer can need information about the social and institutional context of a place even when it already has imagery of the physical landscape. The commercial question becomes how to build an information product whose sources, coverage and updates are dependable enough for analytical work.
What the order establishes
The 2 July 2025 announcement places Almanac under Luno B and identifies the supplier, value and broad information category. It does not publish the full statement of work, a schedule of individual datasets or detailed acceptance criteria.
Luno B's January 2025 award announcement provides the surrounding procurement structure. NGA selected thirteen vendors for a five-year ordering period with a $200 million ceiling. The vehicle supports commercial geospatial data and analytical services that add context to assessments of worldwide conditions.
Almanac is therefore a specific order within a broader buying arrangement. The order amount should remain attached to the disclosed scope. It cannot establish the price of one information feature or the annual economics of the service without additional contract detail.

Almanac deserves separate attention because its information category can be obscured when every geospatial contract is described simply as imagery or artificial intelligence.
Human geography supplies a different kind of context
NGA's foundation-geospatial publication describes human geography through populations, community systems and stability. The agency's capabilities guide gives further context, including transport systems and access to essential services such as electricity and drinking water.
These publications describe the agency's broader work. They do not establish that every example appears in Almanac's contracted deliverables. They do explain why the information category has a distinct role: the physical existence of infrastructure and the social conditions surrounding its use are different analytical subjects.
A map can show a road or a water facility. Understanding the services available to a community may require additional records, dates and contextual interpretation. A commercial product that supplies those information layers can complement the physical map instead of competing to replace it.
That complementarity matters for product positioning. A company should identify whether it sells original observations, a curated baseline, analytical assessments or software used to combine them. Calling all four “geospatial intelligence” makes the market sound larger while making the actual product harder to evaluate.
The baseline needs an explicit relationship with time
A baseline gives users a reference against which they can interpret later information. Its usefulness depends partly on knowing what period it represents. A current-looking map built from records collected at different times can conceal important differences in the age of the evidence.
Consider a hypothetical product describing public water-service coverage for civil resilience planning. One administrative area's most recent official report may cover a different year from its neighbour's. Combining the two into a seamless display does not make the observations contemporary.
A well-explained information product would distinguish the observation date, publication date and date on which the supplier incorporated the record. That is BDI's product analysis, not an assertion about Almanac's internal schema. The distinction gives a buyer a way to assess whether the baseline is suitable for its intended comparison.
Maintenance also involves explaining changes. A revised official estimate, a changed administrative boundary or a corrected source can alter a record without indicating a real-world change of equal magnitude. If the supplier presents every revision as a new event, the product may create analytical work instead of reducing it.
Geographic consistency is part of product quality
Worldwide coverage is an ambitious description, but coverage alone does not tell a user how comparable the records are. Different sources may organise information around different administrative areas, reporting periods or definitions.
For the civil-infrastructure example, one source might describe the number of households served while another describes the population with access. A commercial baseline should make those differences legible. A user comparing the figures needs to know whether they measure the same thing before drawing a conclusion.
NGA's foundation publication describes broader functions involving quality assurance, integration and management of geospatial information. Those functions help explain why the work surrounding a dataset can have value. Collecting records is one activity; maintaining their meaning as they are combined with other material is another.
For a supplier, that creates a more specific commercial argument than the size of a database. The company can show the work it performs to maintain consistency, identify unresolved gaps and communicate exceptions. The customer can then judge the fit between that work and its own analytical needs.
Source information and judgement must remain distinguishable
A baseline can contain reported facts alongside estimates or classifications created during analysis. That combination is often useful, but the user should be able to understand where one ends and the other begins.
A public-service assessment, for example, may combine official statistics with a supplier's interpretation of incomplete reporting. The interpretation may be reasonable while carrying more uncertainty than the underlying published figure. A product interface that treats them as equally direct observations obscures that distinction.
Our OSINT provenance analysis considers how evidence and analytical judgement can remain visible in a commercial product. For human geography, the concern is particularly relevant because convenient categories can simplify conditions that vary within a place or across time.
The commercial benefit of clear provenance is practical. A customer can understand which parts of an assessment it can verify directly, which parts depend on the provider's method and which parts require further research. That clarity supports more informed use without promising that a dataset removes uncertainty.
Delivery and access affect the information's value
The same baseline may be offered as a periodic data delivery, a hosted service, a report or a combination of these. Each arrangement creates different expectations about updates, support and the customer's ability to retain earlier versions.
The public Almanac announcement does not disclose those terms. A competing supplier can nevertheless explain its own model clearly. If the company provides a maintained service, it should identify which information is updated and how changes reach the user. If it provides a defined edition, it should describe that edition as such.
The August 2026 GAO commercial-space-data audit reinforces the wider distinction between purchasing and adoption. The organisations it examined encountered uncertainty involving access, licensing and continued availability. The report is not an evaluation of Almanac, but it shows why delivery and rights are material parts of an information product.
A buyer assessing a baseline needs to understand both the information and its usable commercial scope. The value of a well-curated record diminishes if the intended analytical team cannot find it, access it or understand whether its planned use is covered.
Follow the product after the announcement
Further order records, detailed supplier descriptions and customer-reported use would deepen the Almanac picture. They could clarify continuation, changes in scope or the relationship with other information products. Each should be attached to the original dated order without making that announcement prove undisclosed delivery outcomes.
For defense data businesses, Almanac is a useful example of demand beyond sensor ownership. A named government customer has placed a specific order for human-geography information. The opportunity for comparable businesses rests on maintaining a useful, understandable information product, with evidence that allows the customer to judge what the baseline does and where its limits lie.
