Preparing the electronic envelopes of a Spanish public tender

Map administrative evidence, judgment-based material and formula-assessed information to the actual PLACSP envelopes, then verify what the submission receipt confirms.

Preparing a Spanish electronic tender means assigning each piece of evidence to the envelope where the buyer expects to evaluate it. A technical subject does not automatically belong in a document labelled technical: a staff qualification may be assessed by a formula, while a service-management proposal may require evaluative judgment.

The supplier's task is to map the procurement's requirements before assembling the final files. That map should connect the condition being addressed, the document carrying the response, the relevant lot and the person authorised to approve it.

Start from the buyer's envelope structure

Spain's Public Sector Contracts Law, article 157, distinguishes material assessed through value judgment from material evaluated through formulas in the circumstances it describes. The actual procurement documents determine the package the bidder must submit.

This is a reason to organise work around the evaluation method rather than the company's departments. The engineering team may supply information for several envelopes. Finance may need to review a service promise without placing its costing model in the same envelope as the descriptive response.

Create an assignment table before drafting begins. Include the exact requirement reference, proposed response file, envelope and owner. Where a requirement appears in several documents, identify which version controls the response and ask the authority about any material inconsistency. A clean folder hierarchy cannot resolve a contradiction in the instructions.

Use the current tool for the actual competition

The official PLACSP supplier manual, version 9.1 dated 4 August 2026, explains that the preparation tool is generated for a particular procurement and phase. Its envelope view follows the buyer's configuration, with document and requirement views for administrative material. Draft work remains on the user's computer until submission.

That local working model matters when several people contribute. Nominate the person controlling the assembled offer and establish how changes reach that person. A file attached to a team message is not necessarily the file in the submission package. The final review should examine the assembled package, not only the source folder used by the writers.

Keep an approved copy of the response documents outside the working application as well. If a procurement change requires preparation to be revisited, the team should be able to identify its approved content without reconstructing it from scattered drafts. The responsible coordinator needs enough time to reconcile that content with the current configuration.

A recent notice shows why technical content needs classification

A July 2026 Ministry of Finance notice for communication and network-equipment maintenance lists separate award elements: technical-team specialisation, the economic offer, service management and continuous improvement, and a technical management centre. It also identifies separate administrative, technical and economic opening events. These are features of that notice, not a universal Spanish tender template.

The publication illustrates the range of information a single service bid can contain. A CV, a qualification statement, a service plan and a price schedule can all concern the same delivery team while serving different evaluation purposes. The supplier must read the detailed procurement documents to place them correctly.

Do not assign a document solely because its filename contains the word technical. Equally, a document that appears administrative can contain a substantive commitment if the bidder adds an unnecessary service promise to it. Keep the response focused on the requirement it is meant to address.

Separate a shared fact from its different uses

Consider a hypothetical building-monitoring software supplier bidding for a public facilities contract. The buyer requests a deployment methodology, named delivery staff and an economic schedule. The same project manager appears in the methodology and the staffing evidence, but the company should not simply upload a complete commercial proposal into every location.

Instead, maintain a common factual record for the person's role and availability, then use the relevant facts in the requested documents. The methodology explains how the work will be organised. The staffing evidence supports the specified personnel requirement. The price model remains the internal basis for the economic offer, with only the required customer-facing information included in that response.

This approach reduces accidental contradictions. If the project manager changes before submission, the coordinator can find every affected response location. It also helps the team avoid disclosing economic material in a document intended for a different evaluation stage.

The objective is not to make every envelope repeat the whole case. It is to make each required part complete enough for its intended assessment while keeping shared facts consistent across the offer.

Review what each attachment actually contains

A filename can be correct while the document is wrong. Open the final attachment and inspect its contents, including appendices, hidden spreadsheet sheets and material copied from previous proposals. The reviewer should be able to explain why the file belongs in that envelope.

For the building-monitoring supplier, an old implementation-plan appendix might contain a rate card used for a private customer. Reusing the plan without reviewing the appendix can place economic information where the team did not intend it. Removing unrelated material is better than relying on the evaluator to ignore it.

Check that each selected lot has the required response. A multi-lot package can look complete because the general documents are present while a particular lot's schedule remains missing. The coordinator's table should make that omission visible before the signatory reviews the package.

The PLACSP manual describes validation of missing items and signatures and warns that validation must be run again after corrections. Treat that function as an assembly aid. Human review still needs to determine whether the uploaded document actually answers the requirement.

Distinguish submission simulation from completed delivery

The manual separates simulation from sending the offer. It also describes a huella electrónica receipt where only the offer's fingerprint has arrived: the bidder must complete the corresponding offer within 24 hours, following the stated method and without altering the generated completion file. Check the actual receipt rather than reporting success from a progress screen.

That exception needs an owner who remains available after the initial send. The person submitting should know who can resolve a technical issue, who holds the approved files and who communicates with the authority through the proper route. A team dispersed immediately after clicking send can lose useful response time.

Keep the receipt with the approved offer record and note what it confirms. If its meaning is unclear, resolve that uncertainty before closing the submission task. The distinction between a full offer and its fingerprint is too consequential to leave to a generic completed status in the sales system.

Make the final handover traceable

After submission, preserve the assembled documents, the version of the procurement instructions used and the relevant clarifications. Record any remaining communication that requires a response. The delivery or review team should be able to reconstruct what the company offered without accessing an individual writer's private working folder.

A disciplined Spanish submission process makes the evaluation package clear and the commercial commitment traceable. Its value comes from placing the right evidence in the right part of the actual competition, with a verified record that the intended offer was delivered.
