Preparing foreign-operator evidence for a Romanian SICAP tender
Use the actual Romanian tender data sheet to organise foreign documents, DUAE declarations, translations and partner evidence before completing the SICAP response.
A foreign supplier preparing a Romanian public tender needs an evidence plan for the legal entity that will actually bid. A translated sales presentation cannot establish the bidder's registration, supply the declarations of its partners or explain which company is relying on another company's experience. Those matters need to be settled before the team begins assembling its technical offer in SICAP, the platform whose official help and documents also use the name SEAP.
The useful starting point is the particular procurement's data sheet, or fișa de date. Treat it as the bridge between the public notice and the response workspace. It identifies the procedure, required language, qualification information and documents the buyer expects. This guide concerns ordinary commercial procurement; a foreign supplier should establish the applicable participation conditions for its actual notice before committing bid expenditure.
Read the buyer's evidence sequence
An actual example shows why a foreign bidder needs more than a portal account. The South-East Regional Development Agency's December 2025 data sheet for electric passenger cars requires Romanian offers and authorised Romanian translations of foreign-language documents. It describes equivalent documents from competent authorities in a foreign operator's country of residence. The DUAE declarations accompany the offer, while supporting qualification documents are requested from the first-ranked bidder. Association agreements and relevant commitments are among the documents required with the offer where applicable. This sequencing changes the commercial preparation. The team can distinguish a declaration it must complete now from a supporting certificate it must be able to obtain promptly later. It cannot postpone deciding whether the declaration is true. Nor should it assume that every attachment belongs in the later evidence round simply because certificates are requested after ranking.
A practical evidence register has a separate row for each assertion: bidder identity, relevant business activity, the experience being offered, the organisation that performed it and the document capable of confirming it. Add the person who can obtain that document. The register becomes useful when a clarification request arrives and the bid manager can locate the original issuer immediately.
Make the company structure explicit
Consider a hypothetical Bulgarian fleet-services company working with a Romanian maintenance business. The Bulgarian company supplies the vehicles and manages warranty administration; the Romanian business performs scheduled servicing. Before completing any declaration, the partners need to decide whether they are bidding jointly, whether one is the other's subcontractor, and whether one firm's capacity is needed to satisfy a stated qualification condition.
Those choices affect whose commercial promise the buyer is evaluating. They also affect the partners' internal allocation of costs. If the maintenance company's workshop experience is essential to the response, its role needs to be supported by an agreed work package and a person authorised to supply evidence. Listing the company as a convenient local contact leaves that dependency unresolved.
The official SEAP participation manual says the bidder defines individual or association participation before completing the offer. In the association route, further completion depends on the other members accepting or rejecting their participation. This makes partner readiness an operational dependency in the workspace. The lead supplier should therefore schedule a joint preparation session while changes are still inexpensive. Each participant can confirm its registered identity, assigned role and outstanding documents. A partner that has agreed commercially but cannot complete its platform participation may hold up the whole response. The solution is a named person with time reserved for the task, supported by a commercial agreement that describes the contribution accurately.
Translate the evidence the buyer will assess
For a supplier without Romanian document capability, translation is part of bid production. Start with the requested evidence and its issuer, then determine the required translation form from the procurement documents. A familiar English version of a corporate extract may be useful internally without satisfying the buyer's stated language requirement.
Keep the original and translated files paired. Record the date and identifier of the original document and the version sent for translation. If the supplier changes its legal representative during preparation, replacing only the original creates two inconsistent accounts of who can act for the company. The bid manager should review the pair together before submission.
In the fleet-services example, the commercial description may use a group brand while the extract identifies a particular subsidiary. The translator should not silently replace the subsidiary's legal name with the better-known brand. The same discipline applies to reference contracts: a parent company's impressive delivery history needs to be distinguished from work performed by the bidding subsidiary. This is an evidence question that can alter the proposed delivery structure.
Budget translation effort against the probability of pursuing a defined opportunity. Translating a broad library before reading a notice can produce documents that are irrelevant, out of date or in the wrong form. A focused first pass identifies the small set of records that need specialist handling and the larger set of technical material the team can prepare itself.
Treat the company dossier as a controlled source
SEAP's qualification-document help distinguishes documents attached to the procedure from reusable documents requested from the company dossier. Reuse can reduce work, but the dossier needs an owner. A saved file that was suitable for a previous competition may have a different date, addressee or scope from the evidence now required. The person assembling the response should check its contents against the current requirement before selecting it. A tidy filename helps retrieval; it does not establish continuing relevance.
For the Bulgarian supplier, a sensible working arrangement is to keep stable corporate information together while maintaining a separate folder for this procurement's signed offer, Romanian translations and partner commitments. The company can then reuse information deliberately without allowing a previous bid's promises to enter the new response unnoticed.
Ask a narrow question against the current document
The official clarification instructions place questions in the procedure or, for a procurement divided into lots, the relevant lot. The question and answer remain visible in the clarification list. SEAP clarification requests
Use that route to resolve an identified ambiguity. A question asking whether a named foreign document satisfies a specified requirement is more actionable than a general request for help bidding from abroad. Identify the clause, explain the proposed evidence and avoid disclosing unnecessary commercial detail. Reserve enough time to change the response when the answer arrives.

The final decision is whether the supplier can assemble a coherent Romanian response through the proposed company structure at a worthwhile cost. Its opportunity search should connect that effort to a real buyer and purchase, using buyer and CPV searches on TED where relevant. Once the decision is positive, the most valuable preparation is an evidence chain the whole response team can follow: requirement, responsible company, declaration, supporting document and current submitted version.
