A federal German tender can be visible in a public search while the supplier is still unprepared to submit through the actual competition workspace. Preparing e-Vergabe means establishing company access, assigning the tender to the right person and making sure the submission application works on the machine that will send the offer.
The commercial consequence is straightforward: the time spent developing a proposal has value only if the approved package reaches the prescribed destination. A small supplier should resolve the workspace decisions while there is still time to correct access or installation problems, then use the same arrangement to manage buyer communications and the final submission record.
Separate discovery from active participation
The Bundesagentur für Arbeit's federal e-Vergabe participation guidance distinguishes freely downloading documents for an initial view from registering and activating participation. For its competitions, active participation enables questions and notification of document changes.
That difference matters for a hypothetical company bidding to provide translation and document-formatting services. Its sales researcher may download the notice and initial files, then pass them to a bid writer. Unless someone takes responsibility for the active workspace, the team can continue pricing against its first download while a clarification changes the requirement.
The first internal handover should therefore identify the procedure reference, the actual submission platform, the person responsible for the workspace and the next deadline. Keep the discovery link as a reference, but make the active competition record the working location for communications. Organise access around the company and the tender
The federal AnA-Web manual describes user and administrator roles, with an optional Disponent role for allocating unassigned tenders. One person edits a tender at a time; optional groups affect visibility and replacement arrangements. The submission process requires the eVergabeApp, even though AnA-Web itself is a browser workspace.
For the translation company, the bid writer and the person approving the price may be different people. The workspace arrangement should reflect who must perform each action. Giving everyone the same shared login obscures responsibility and makes an absence harder to manage. Named access and a deliberate handover are easier to reconcile with the company's approval record.
Discuss cover before the submission week. If the assigned person is away, another authorised colleague should know how to take over the tender and where the approved files are stored. Group settings deserve particular attention when the company separates departments or locations. A colleague's ability to sign in does not itself establish access to the relevant competition.
Document the handover date when responsibility changes, so incoming messages are checked by the new owner immediately. The outgoing colleague should identify any buyer question still awaiting an answer.
The company should also retain control of its organisation record if an external consultant helps with the bid. Decide who manages users, who receives administrative messages and how access will end when the engagement finishes. Those choices affect future competitions as well as the current proposal.
Check the actual submission environment
The BA's April 2026 submission instructions identify several practical dependencies: permitted downloads and uploads, delivery of platform emails and the installed application. They also describe the BA's AIDF document workflow, including saving a completed suitability questionnaire as Zulassung.aidf. These are documented buyer instructions, not assumptions to apply to every German procurement file.
The translation supplier should have the person who will submit check the required environment on the intended computer. A successful login on the sales manager's laptop does not establish that the bid writer's managed machine can start the application or access the final directory. Corporate download restrictions can also affect a tool that another employee used without difficulty.
Allow time for the company's IT support to resolve a specific problem. Give them the official instructions, the affected step and the observed error. An urgent request saying that the portal is broken provides less useful information than identifying that an application cannot start after an approved download.
Review the tender's required submission form separately. Section 53 VgV sets the electronic text-form baseline within its scope and permits specified stronger signature or seal requirements where necessary. The supplier should follow the applicable competition's requirement rather than purchase a certificate on the assumption that every offer needs the same signature treatment.
Keep the buyer's current documents connected with the price
For the hypothetical translation contract, the most consequential amendment could concern output formats, turnaround times or the allocation of work across languages. A change in any of those conditions might affect staffing and price even if the total volume remains unchanged.
Assign someone to read new messages and route each relevant change to the person responsible for that part of the offer. A useful amendment record identifies the changed requirement, its commercial effect and the corresponding revision to the response. It should also distinguish a buyer clarification from an internal suggestion that has not been confirmed.
When asking a question, identify the document and the uncertainty precisely. The BA participation guidance requires substantive questions through the competition's AnA-Web channel and separates them from technical support. A pricing assumption should therefore be clarified with the buyer through the permitted route, while an application error belongs with the appropriate help service.
The same distinction applies to incoming answers. A support response explaining how to upload a file cannot settle whether the proposed delivery method meets the requirement. Keep those communications in their proper context when management approves the final offer.
Assemble and submit one understandable package
The translation company may produce a pricing schedule, service description, personnel information and suitability evidence. Before sending, compare the approved document list with the actual files selected for upload. A file left in a writer's working directory can be missing from the submitted package even though the internal review covered it.
Where the buyer supplies structured files, retain the prescribed structure and follow its completion instructions. The BA's April guide specifically warns against including empty original AIDF files alongside completed documents and describes the receipt available after transmission. This illustrates why a visually polished PDF is not necessarily the whole offer.
Submission evidence should be associated with the exact package and procedure. Record which approved version was sent and preserve the platform's receipt. If a correction is needed, follow the available withdrawal or replacement process and the competition's deadlines, with another check that the intended final offer remains submitted.
The colleague responsible for submission should report completion using that evidence. An internal message saying the files are ready describes a different stage from confirmed transmission. Management needs to know which stage has actually been reached before it treats the bid as delivered.
Preserve the record beyond the competition
The AnA-Web manual describes a limited download period when a buyer moves a procedure into the platform's archive. The supplier should therefore keep its own authorised record of the submitted offer and important communications rather than assume the workspace will remain available indefinitely.
After award or rejection, that record helps explain what the company offered, which clarifications shaped its price and what commitments must be handed to delivery staff.
