Use APProch to investigate advance purchasing plans, BOAMP to find published notices, and PLACE to follow state procurement consultations and their electronic exchanges. The services can refer to the same purchasing project at different stages. Treating each appearance as a separate opportunity produces a distorted view of demand.

The Economy Ministry’s supplier guidance describes APProch as a way to identify planned purchases before consultation. It describes PLACE as a service for finding consultations, obtaining documents, submitting electronic responses and communicating with buyers. BOAMP publishes competition and award notices across French public bodies.

For a company entering France, the first useful question is the procurement’s stage. An advance project can support planning but may still change. A published consultation has its own rules and timetable. An award notice is evidence about an outcome. The portal’s branding does not settle those distinctions; the record itself does.

Imagine a hypothetical supplier of training administration software. It identifies an advance requirement in APProch and later finds a related BOAMP notice. The notice directs bidders to the consultation workspace. A useful customer record links all three appearances to the buyer’s reference, preserving the sequence and each publication date. It does not create three forecast opportunities. The BAAINBw and BAIUDBw distinction helps route a Bundeswehr proposition to the relevant purchasing organisation.

Read the consultation documents before deciding that the product is suitable. A broad description can conceal requirements for migration, support, accessibility, hosting or integration that materially affect delivery. The commercial decision should use the actual scope and assessment criteria, not a match between the notice title and the company’s marketing keywords.

The administrative handoff also matters. The Economy Ministry says PLACE permits consultation documents to be read without identification, while electronic submission requires authentication and identification. A business should check its account and the procedure’s requirements early enough to resolve issues. Reading a public notice is not the same as being prepared to submit a valid response. DILA’s notice-publication explanation describes integration between procurement platforms and notice publication. This reinforces a basic analytical point: repeated publication can reflect the distribution of one record rather than additional buyer demand.

For research across countries, retain the original French title and terms alongside an English working description. A machine translation can help discovery, but the company should check the source language before interpreting a contractual requirement. Similar English labels can cover different procedural concepts.

These pages describe general public procurement services. They do not establish that every defence purchase is advertised, that every procedure accepts every foreign supplier, or that a particular legal threshold applies in all circumstances. The individual notice and applicable rules remain decisive.

APProch's current scale is useful context, not a market-size estimate

The Direction des achats de l'État's APProch page reports 11,394 published purchasing projects, 10,745 registered companies and 584 registered purchasing entities as of 1 September 2026. Those figures cover all purchasing fields and metropolitan and overseas territories. They describe the platform's activity, rather than the number of defence opportunities available to a specialist supplier.

The page also explains that plans are updated through the year and that the published programming is provisional and incomplete. That makes APProch particularly useful for discovering the language a buyer uses before a competition is fully specified. A company can see whether a planned purchase concerns software, a managed service, consulting or a wider integration project, then decide whether following its development is worthwhile.

A supplier should interpret the detail at the level of the project. A large count of published plans can coexist with very few relevant purchases in a narrow technology field. Conversely, a small number of closely matched plans may be commercially significant if they reveal a repeatable customer need. The useful output is knowledge about particular buyers and requirements, not a headline claim about total addressable public spending.

The communication channel changes when consultation begins

The Economy Ministry's supplier guidance says an APProch exchange closes automatically when the purchasing project becomes a consultation on PLACE. That is a practical boundary in the buying process. A company following the project should carry its knowledge forward while moving to the communication and document rules of the published consultation.

Before publication, a buyer may be refining its understanding of the available market. During consultation, suppliers need the issued documents, applicable timetable and authorised clarification process. A previous discussion can help a company understand the background, but the bid must respond to the actual requirement now published. Treating an earlier conversation as if it privately amended the consultation would create a poor basis for a response.

For a hypothetical training-software supplier, an advance plan might describe a broad need to modernise administration. The later consultation could combine software with migration, user support and integration into existing systems. That progression tells the company something important about the buyer's preferred delivery model. It may decide to respond with a partner or conclude that the scope no longer fits its standard offering.

The sequence is therefore commercially informative even when the company does not bid. It reveals how an initial need becomes a defined purchase and which capabilities the buyer expects one supplier or consortium to provide. That knowledge can improve product positioning and future partner choices.

PLACE also supports the formation of a response team

The DAE's PLACE explanation describes a confidential, free co-contracting exchange through which companies can seek partners for a group response. It also describes alerts by activity and geography, consultation messaging and local and metropolitan time-zone displays. These functions concern the practical preparation of a bid, complementing the earlier discovery role of APProch.

For a specialist software company, partner discovery can be decisive when a consultation includes services outside its own delivery model. A local implementation business may contribute deployment and user support while the specialist supplies the product. The joint proposition then needs a clear account of responsibilities, price and customer interface. Finding another company on a platform is the beginning of that arrangement, not its completion.

BOAMP contributes a different kind of continuity by publishing notices, including outcomes. An award record can help a supplier understand which organisation ultimately won a requirement it followed earlier. It can also reveal that the buying project reached a different result from the initial plan. Maintaining the buyer reference and publication sequence allows those records to be interpreted together.

The three services are most useful as parts of one purchasing history. APProch exposes an evolving intention, notices make procedural events discoverable and PLACE supports the formal response and exchanges. A company that follows those roles can build a more accurate view of French public demand than one that treats every portal result as a new sales lead.

For a specialist publication reader, the same method improves interpretation of contract news. A reported award can be traced back to the consultation and, where available, the earlier purchasing plan. Differences in scope or timing then become reportable developments rather than apparent contradictions. The buyer's own references provide the continuity needed to explain how the purchase evolved and which part of the market it actually addresses.

The commercial value comes from continuity: see a plan, recognise its later consultation, understand the response route and follow its outcome. That sequence turns disconnected search results into useful knowledge about how a public buyer purchases a service.
