A UK government transparency notice identifies a specific product in the positioning, navigation and timing market: access to Ordnance Survey’s GNSS Interference Network Analytics, or GINA, together with end-user research services.
The Department for Science, Innovation and Technology published the proposed direct award at £295,187 excluding VAT in March 2026. The notice displays the contract as pending. It establishes an intended purchase and the buyer’s rationale, rather than confirming subsequent payment or delivery.
Ordnance Survey’s annual report, updated in July, provides a second view of the product. It places GINA within the organisation’s positioning service and describes broader plans to expand monitoring and early warning for GNSS disruption. That helps locate the offering in an existing business, without resolving the status of the particular DSIT contract.
A data-service purchase with a research component
The notice published through Sell2Wales on 14 March describes access to GINA and end-user research. It identifies Ordnance Survey Limited as the intended supplier and classifies the requirement as information-technology and data services.
The combination matters. Access provides information to a customer; user research examines how that information might fit the needs of the people or organisations expected to use it. The two activities contribute to different parts of a product’s commercial development.
A buyer may understand that a source of information is relevant while still needing to establish how users interpret it, what decisions it can support and which delivery format is useful. The research component can help connect the data to those questions.
The notice does not publish the research plan or identify every intended user. It should therefore not be presented as a verified military deployment, a completed operational trial or a customer list for GINA.
The dates describe a proposed short engagement
The record gives estimated contract dates of 13–31 March 2026, with an extension end date of 31 August if all extensions were used. Its estimated signature date also falls on 13 March, before the publication date displayed by Sell2Wales.
These are the dates stated in the notice. They do not establish that the agreement was signed on the estimate or that the possible extension was exercised. The contract’s displayed pending status remains part of the evidence.
The identifier, ocds-h6vhtk-066a5b, is useful for connecting any later publication to the same procurement. The project reference is prj_6600. Those identifiers provide a better basis for following the record than matching only the broad phrase GNSS interference.
For market analysis, the immediate consequence is straightforward: record the intended value and service period as proposed. A later contract-details notice or buyer confirmation would establish a different milestone. The passage of the estimated end date does not supply that confirmation by itself.
The direct-award explanation concerns this requirement
DSIT’s notice points to Ordnance Survey’s intellectual property and proprietary datasets in explaining its proposed direct award. That is the buyer’s stated rationale for selecting the named provider.
It should not be extended into a claim that no other company can monitor interference or supply useful information about navigation-service reliability. The justification concerns the particular capability and requirement described in the record.
For a competing or complementary supplier, the useful question is what part of the customer need it could address. A new instrument, an analytical service and research into user adoption are distinct offerings. Demonstrating one does not automatically establish an equivalent proposition across all three.
This also explains why a data business can have a commercial position that is not captured by a list of hardware specifications. Historical information, processing, rights and established delivery arrangements can form part of the product being purchased.
Ordnance Survey places GINA within its positioning business
The 2025–2026 annual report lists GINA as a situational-awareness capability alongside OS Net and positioning consultancy. The report separates positioning from sourcing, refining, distributing and applying geospatial data.
That structure provides useful context for the proposed purchase. GINA is presented as one capability within a larger information business, rather than an isolated government research project.
The report also identifies expansion of monitoring and early-warning systems for GNSS disruption among the organisation’s priorities for 2026–2027. This is a forward plan in the company’s reporting. It does not disclose that the March DSIT agreement funded every element of the planned expansion.
DSIT is also identified as Ordnance Survey’s shareholder, with UK Government Investments acting as the shareholder’s representative. That institutional relationship is relevant context, but the procurement notice remains the source for the proposed service purchase and its stated justification.
A wider policy customer exists in DSIT
The department’s PNT overview, updated in February 2026, explains the role of its National Positioning, Navigation and Timing Office. The office coordinates policy and delivery across government to improve resilience and support growth.
The same overview distinguishes the broader PNT framework from individual projects. It includes proposals and work concerning timing, navigation, infrastructure resilience, skills and research. Those strands should not be treated as one funded contract available to a single supplier.
For defense-facing businesses, this creates a useful adjacent-market map. A civil department can be a customer for information about service resilience, while other organisations purchase hardware, infrastructure or specialist advice. The category is connected by the problem being addressed, rather than by a common procurement route.
The GINA notice is one concrete observation within that map. It names the product and proposed buyer relationship, which is more actionable than a general claim that governments are interested in resilient navigation.
Commissioned research is another distinct product
DSIT’s overview records that the National PNT Office partly funded a Royal Institute of Navigation report on maritime GNSS interference, published on 23 January 2026. That is a separate research activity with its own publisher and date.
Its relevance is the range of information products a public customer may need. A periodic report can examine an issue across a sector, while access to an analytics service can support continuing observation. End-user research can explore how either product is understood and applied.
Those forms of work have different commercial characteristics. A report has a defined delivery point. An access agreement has a period of use. A continuing service may require updates and support. A company’s offering should make the relevant obligation clear.
The January report does not establish the terms or outcome of the March GINA proposal. Keeping the two records distinct avoids counting related policy activity as if it were a single expanding contract.
The adoption problem is partly about usable information
A hypothetical infrastructure organisation might need an accessible summary of service disruption rather than a stream of technical records. Another customer may already have analysts and prefer structured data that can be incorporated into its own reporting.
These are different product requirements even where the underlying observations overlap. User research can help distinguish them and identify where explanation, support or integration contributes value.

The GINA record is useful because it connects those commercial questions to a named proposed purchase. It shows interest in both analytics access and the work needed to understand users. Its current evidential boundary remains precise: an intended contract and a separately documented product strategy, with completion and any extension still requiring their own confirmation.
