Executive Summary
Deploy 40 patrol USVs: 25 for Nemunas River border (continuous 110km coverage), 15 for Klaipėda coastal approaches. Latvian EDGE Group Fog or equivalent: solar/battery power (48+ hour endurance), EO/IR cameras, radar, AIS, hydrophone for underwater detection. Semi-autonomous patrol with waypoint navigation and anomaly alerting. Integration with Border Guard command center. Target: 95% coverage, 5-minute detection of crossing attempts.
In short: 40 patrol USVs deployed (25 river, 15 coastal); 24/7 surveillance of 110km river border; 48+ hour endurance per patrol cycle
The Problem
Lithuania's Nemunas River forms 110km border with Russia (Kaliningrad) and Belarus—critical infiltration route. Manned patrol boats provide intermittent coverage, high cost, and crew fatigue limits operations. Latvian Fog USV demonstrates persistent autonomous patrol. Ukrainian river monitoring USVs detect crossing attempts within minutes. Without persistent surveillance, Lithuania's water borders are permeable to infiltration, sabotage teams, and smuggling.
