Build 155mm ammunition production facility: 100,000 shells/year baseline (275/day), surge capability to 150,000. Complete production: steel shell bodies, TNT/Comp B filling, brass cartridge cases, propellant, fuzes, and assembly. Partnership with Nammo, Rheinmetall, or General Dynamics OTS for technology transfer. Parallel explosive and propellant component production. 36 months to first production, 48 months to full rate.

The Problem
Ukraine fires 5,000-10,000 155mm shells daily—1.5-3M annually. Global production was 500,000/year before war; now scrambling to reach 2M. Lithuania imports 100% of artillery ammunition. Single-month intense combat would exhaust national stocks. US/EU prioritize Ukraine; Lithuania competes for shrinking supply. Without domestic production, Lithuania cannot sustain high-intensity artillery warfare and depends on allies who may have competing priorities.
